On 09 May 2025, the Ho Chi Minh City Department of Home Affairs issued Official Letter No. 7738/SNV-VLATLĐ regarding the implementation of Article 4 of Decree No. 145/2020/NĐ-CP on the submission of the labor utilization report for the first six months of 2026, specifically as follows:
1. Subjects required to submit the report: Agencies, organizations, enterprises, cooperatives, households, and individuals employing and using employees, with their headquarters or operating locations in Ho Chi Minh City (collectively referred to as the “entities”).
2. Report contents: Report on labor utilization for the first six months of 2026 in accordance with Form No. 01/PLI, Appendix I issued together with Decree No. 145/2020/NĐ-CP (template attached).
3. Submission methods and deadline:
3.1. Entities may choose one of the following two submission methods:
a-Submission via the National Public Service Portal
Entities shall perform the procedure for “Integrated registration for adjustment of compulsory social insurance, health insurance, unemployment insurance contributions, and submission of labor utilization reports” on the National Public Service Portal at: https://dichvucong.gov.vn/
b-Submission to the Department of Home Affairs
Entities shall submit the report online to the Department of Home Affairs by:
- Accessing the Google Form via the following link: https://forms.gle/aDoy9zq453ryuHwQ8
- Or scanning the QR code (in the attached official letter) to access the submission link.
The online submission dossier includes general information, a scanned copy of the signed and company-stamped report (.pdf format), and the soft copy in Excel format (.xls, *.xlsx) for monitoring and consolidation purposes.
3.2. Submission deadline:
Entities must complete the submission on the National Public Service Portal or submit online to the Department of Home Affairs no later than 05 June 2026.
After the above deadline, the Department of Home Affairs will no longer accept submissions. At the same time, the Department will consolidate the implementation status as a basis for certifying compliance with legal regulations upon request from competent authorities.
